You can fly down to Dehradun and take a cab from the airport. Also, you can take a rain upto Dehradun station and then go to Auli by cab. Its lovely this time of the year if you like snow sports.

Yes of course, my daughter is 15 month old when we went their, just pack some extra warm clothes for baby, like one extra layer than yourself and you are good to go.
