The property as presented on Booking.com is located at Piazza S. Silvestro 4, and it has all the bells and whistles of prime accommodation in historic Trieste: it is opposite some historic ruins of Riccardo's Arch, in a quiet little square behind the temples of St. Silvestro and Sta. Maria Maggiore, on a hill with pleasant views. The building itself is "historical" and the rooms are stylishly furnished so it's easy to get hooked and quickly hit "book now" on what's available.
The problem is that, in addition to the rooms in the main building, they offer accommodation called "Studio Dependance" in a secondary building at another address, Via dei Cavazzeni 5, 210 m away (no mention of a secondary location in their main presentation and during the booking process). So, you book a hotel room thinking it is in the main building and get a cheaply furnished apartment in another building. When you get the confirmation from Booking.com, of course you don't notice the different location, so you are up for a surprise when you go to check in at the Hotel All'Arco.
IMO this is cheap scamming, very poor hospitality ethics and a violation of consumer rights.

In short, the price of 130 euros per night is a rip-off.
The apartment is furnished with the cheapest, bland furniture possible, in stark contrast to the old building.
The air conditioning is so loud that you can't use it at night.
The place shows signs of having been used before, carelessly, and not well maintained (bathroom door does not close due to a broken lock, stains in the corners of the shower cubicle, crockery and cutlery provided not too clean).
The lift can only take one person, and there's no room for anything larger than a medium-sized piece of luggage.
The view is of the wall of the building 2 metres away across the narrow street.
